Charles was the youngest of Robert Hawkins and his second wife Mary Axford's four children. Robert's first wife, Kate, had died in 1871. They had one child, Robert Mason Axford. Charles' mother Mary died in 1880, when he was 2 years old, so he was brought up by his step-mother Margaret Ellen Graham who his father had married in 1881, they also had one child, Percy Thomas Axford.

By 1901 Charles was boarding with Arthur and Mary Balls at 63 Park End, he was a joiner, progressing to builder and contractor by 1911. On 28th July 1913 he married Susan Ogleby in Lincoln.

Charles joined the army reserve on 10th December 1915, was mobilised on 19th September 1916 and sent to Isleworth for training where he passed the "Learners" test on 3rd December that year. He was described as being 5ft 8ins tall and weighed 147lbs. He was aboard the transport ship Arcadian, heading for Egypt via Salonika, when it was hit by a torpedo and sank within minutes. 279 lives were lost.
