Victor was the second of Herbert and Ada Browne's five children. He was baptised at St Luke's Church on 8th September 1889. He was educated at St Dunstan's College, but they do not have him on their Roll of Honour. He was a well- known local footballer, having played for Bromley Collegians, later known as the Old Bromlians Football Club. Victor married Emily Scutt in 1915 and had one child.

Victor enlisted at the outbreak of war and after a short period of training was sent to France and Italy. He was then sent back to the Western Front where he was wounded at the beginning of 1918 and was attacked by trench fever. On 26th October he was severely wounded and operated on on the same day. He was brought back to England on 3rd November, and taken to the 5th Northern Hospital, Leicester where he died on the 5th November, before his family were able to visit him.

Emily's brother Charles Edward Scutt also died.
