Arthur was the 3rd of Edward Alfred and Gertrude Annie Elizabeth Whittle's four children. He was baptised at All Saints Church, Hatcham Park on 16th September 1894. He was educated at Quernmore School and then Merchant Taylors' School (1908-1911), where he belonged to the Officer Training Corps. At school he participated in gymnastics, cricket and rugby.

In January 1912 Arthur passed the Matriculation Examination of London University, however he took up a clerkship in the London and Lancashire Insurance Company. In the spring of 1914 he obtained his nomination to the Bank of England, coming fourth out of sixteen successful candidates.

Some months before the outbreak of war he joined the Middlesex yeomanry, with whom he saw active service until November 1914. He then obtained a commission in the Durham Light Infantry and in October 1915 he went to the Front, being wounded about a month later. He was sent home but returned to the Front in March 1916. He took part in the Battle of Flers-Courcelette and was killed the day after his cousin William Norman Towse.

His great uncle, Charles Henry Towse, also died.
