Horace was the youngest of Frank and Mary Neal's seven children. The family moved from Tonbridge to Bromley in the early 1890s. He was baptised on 19th September 1897 at St Luke's Church. His mother died in 1900, his father married Mary Sarah Salter in 1905. They moved to Sydenham C1915, sister Annie married Frank Jenner remaining in Bromley at 71 Pope Road.

He died of influenza and cardiac failure on 24th May 1909 aged 12. The Bromley & District Times records him by name as being on the War Memorial.

His brother's Albert and Harry also died. Also his sister-in-law's brothers Henry and Sidney Smith.
