Cecil was born in Camberwell in 1892, youngest child of Philip and Alice Green. In 1901 the family were living in Farnborough where Philip was a police sergeant, by 1911 he had retired and was a steward at Bromley Conservative Club.

Cecil was a keen athlete and member of Bromley Town Cricket Club and Bromley Football Club. He worked for the Land Valuation Office in Holwood Road. He was engaged to Olive Branch Humerston of Shortlands.

Cecil joined up the day after war was declared and went to the Front in October 1914. He was home on leave the following April. He returned and for several months saw the most terrible fighting. In September 1916 Cecil and his platoon were living in old trenches dug in on top of a hill beside a valley which was packed with enemy artillery. On the 8th September all the guns started firing at about 7.30am killing many men including Cecil.
